Eh, the HoG in semi-presidential systems leads the ''rest'' of the executive, as the president has some executive power and is independent of the HoG. |
In parliamentary systems the HoG is dependent on the legislature. Also, whether the last republic category (those with an executive presidency elected the legislature) is a parliamentary system is debatable per Suriname talk page. |
