दूरसञ्चार ऐन, २०५३ का अनुसार दूरसञ्चार भन्नाले आवाज, चिन्ह, संकेतसङ्केत, लेखोट, आकृति, कुनै प्रकारको गोप्य संकेतसङ्केत वा खबर उत्सर्जन (इमिसन), प्रसारण वा प्राप्तिको लागि कुनै तरिकाले पुनर्व्यवस्था, गणना वा अन्य परिवर्तन गरेको वा नगरेको त्यस्तो आवाज, चिन्ह, संकेतसङ्केत, लेखोट, आकृति वा गोप्य संकेतसङ्केत वा खबर, विद्युतीय माध्यमबाट तार, रेडियो, प्रकाश (अप्टीकल) वा अन्य विद्युत चुम्बकीय प्रणालीद्वारा उत्सर्जन, प्रसारण वा प्राप्ति गर्ने कार्य सम्झनु पर्छ ।
